Why Cant I post or add a signature?

Hey Im super new here. To blogging as well. In the submit your blog area it wont let me post a new thread. After I signed up for the hit counter its said Sign up for the forum and click the 'submit your blog area to gain some recognition' or something to that effect. I dont know how to add a signature either. So I guess my real question is what is an ACTUAL REAL way that I can get others to read my blog, I just want some input , thats all. Not money or fame, just input and opinions.

My understanding is that you have to make fifteen non-spam posts in the forums before it will let you put your URL in your signature or start a thread in the blog review area. So, comment on a few blogs, chime in on a few subjects, until you've got fifteen. (Well, ideally, also after you've got fifteen.)

you need to reach that number of post then after that you can edit your sig section (note: sometimes it doesnt show easily, just check the next day)

This makes total sense, we have a similar structure on our site to stop bloggers from posting spam and getting paid for it.
