Well it depends. As with anything else, if you add a bunch of junk that would slow down page loading time like lots of large images, then sure. You can easily have several that don't effect load time at all, though.

Nothing really. Plug-ins are what they're called by Wordpress. Blogger and most places in general call them add-ons/widgets. Widgets are found elsewhere, too, but all you need to know is that they're all talking about modifications and little things to tweak your blog.

Well, he would have meant to be with the widgets, not plugins. What I know is plugins sort of thing is for the wordpress widgets is also for wp, and there is widgets or addons for blogger.
