The only tool I know of that you can make Blogger templates with is Artisteer, but I have no idea how good it is. You can download a free trial from their website. I personally don't like WYSIWYG (What You See Is What You Get) editors because I find them too simple. Anything that simplifies customization is going to limit customization, and any template made with an editor like Artisteer is probably not going to be truly unique, but if that doesn't matter to you, go for it. However, if you really want a unique template, I suggest learning HTML and CSS. WYSIWYG never live up to the expectations. Last time I did that was design some webpage on Dreamweaver and it sucked. You could probably make some static webpages with those editors, but why would you when there are a million of customizable themes available around.

You've got a decent theme there already and it works well. I'd be tempted to leave it alone, apart from minor tweaks. Getting into theme design is a big time drain, and unless you have an affinity for CSS and HTML and a lot of spare time you'll find yourself giving les to your writing, and not necesssarily enjoying the experience.

Most WYSIWYG editors have HTML editors within them as well so you can tweak it ... I like WYSIWYG editors because I can make sure graphics and things are placed exactly where I want them, font sizes are exactly the way I want them, etc., but I can go to HTML and tweak them, like in Dreamweaver. Don't know if anything like this exists for creating templates.
