For major changes like this, we do incremental roll-outs so we can monitor performance as they progress. We expect the change to be fully deployed over the next week, and once fully deployed, we expect to see several results:

* pages will load faster
* pageviews, if impacted at all, may increase

I'm not exactly sure what this means to bloggers? Its just entirely back-end stuff?

It 'is' backend stuff on their end, but it means Blogger users will notice their sites loading faster. For some, this means they can add back widgets they had previously removed to increase page load times, for example, or they may notice an increase in traffic because people don't have to wait on their sites to load and are more likely to stay.
