Are you here long term or short term?
PPP etc can be done if you use no-follow. It SHOULD be about advertising after all.  Basically everything you do think; am I being a responsible net citizen and would this pass a manual review of legitimate advertising? If no... scrap it. There are so many programs out there that there is something for everyone.
If you have no traffic yet you should be focusing on THAT first then the advertising; it's the horse then cart
