Infinite. By which I mean that most blogs will probably never reach $50/month in income. I would be very surprised if any significant percentage of blogs that are trying to make money make as much as ten dollars a month, ever. I would be even more surprised if the blog owners end up earning anywhere near minimum wage from those blogs, when you consider profit per hour working on the blog.
And, no, a great linking and marketing strategy will accomplish nothing whatsoever until you have fabulous, fabulous content. Marketing the blog is about getting people to come look at it, but if the content isn't great and they don't come back, it doesn't matter how many people came for one look.
Linking does exactly the same thing; if you manage to fool Google into thinking that a poor site is a good site, through link games, then the result is that people will see your site in search engine results and come to it. And, again, if the site isn't good enough to keep them and bring them back, all those linking games were a waste of time.
Content. Quality content. That's what matters. Once you have that down, once you're one of the very best sites in your niche, then some marketing _might_ be worthwhile.
