I believe Google bans your account if you don't put up a privacy policy. I read that it's in the TOS that you have to have one. If you don't, good bye adsense

Yeh I think when it comes to you requesting a payout they will probably check all the sites you are using Adsense on to see if you have a privacy policy on it or not. If they find you don't well they could either remind you that you need one and ask you to put one up or simply disable your account. Who knows but everyone has heard of stories where they have just decided to disable peoples accounts and not given a reason other than re-stating there TOS.

I've put one up on my site but I might take that down soon anyway and just set up a re-direct on it to my blog where I have a privacy policy on my About page. idk :/ Otherwise because all my pages are static I have to go through each one at a time and add the privacy policy to each one. It's a nightmare
