How to create my own blog

So I've never had a blog before, yet I am proficient in building websites using XHTML, CSS and Flash. Since I know nothing about blogs, can someone tell me, is it possible to build a blog site from scratch? I've read all over the web and it seems as if you only have 2 choices, a site like Blogger or WordPress. What I'm wondering is, can you just build an XHTML page and use that as a blog site? If so, what would it need? Sorry if this message is really vague but, like I said, I'm totally new at this.

Aha, why on earth you want to create your own blogging CMS when Wordpress is there? Any specific reason for that?

Yes, you can build you own blog from scratch. You just need a CMS to set up from posting but you should be able to design it anyway you like. Wordpress and Drupal are a few of the content management systems you can use, with wordpress being the favorite by far. Check out WordPress › Blog Tool and Publishing Platform as this is their CMS that you can use, wordpress.com just hosts sites for free.

There are many blog's platform you can use, such as blogger or wordpress. You do not need to build it your self...

I had the same thoughts when I started and made a bad choice. I think the content of my site is the great but the set up could be a little better.
