Submitting to directories isn't about getting traffic, although you do occasionally get a couple of visits here and there, it's more for SEO purposes.

You're correct about the SEO value of blog directories butmost of the ones listed in the article you quoted are using redirects or nofollows, hence, little or no SEO value for anybody but the directory owner.
