I can't access my admin page..

I just got my new domain last week and tried to add different plug-ins and also a theme..
but, last friday.. when I try to write a new post and accidentally published it without a title I am not able to edit it because I can't access my admin page.. when I try http://blogging-plus.com/wp-admin/import.php all I can see is a blank page..
what do you think is the problem? it is almost 3 days but, I still can't edit or write a new post..

I don't have an FTP because I am not allowed to download anything here at my workstation.. so I can't delete any plugin..

I ask someone about it and they told me that the error is this..

When you have ftp access, ftp to your plugins and rename the plugin should deactivate it.

I can also access that page.. but, when I tried to login still a blank page will appear..

I tried to download the Filezilla but I can't connect to the server..
