Excellent resource, man! He overlooked one major source of traffic, though - forums. Promoting your blog on a forum is one of the best ways to get traffic - just join a niche forum and start citing your blog as a resource.

forums
directories
free press release sites
blog commenting
social bookmarking
social networking
etc.

When starting out, I think Entrecard, BlogCatalog, etc are the best ways to go. Work those networks extensively for about a month.

Then start working relationships with other sites in your niche.

In the end, you need something worthwhile for people to read. If you can't produce quality, you'll never go anywhere.

The issue is fundamental, and it looks to be repeating here quite often.

Besides commenting actively on other blogs, nowadays the choices to get promoted are many, such as forums (including this one), directory submissions (blogcatalog, technorati and alike), widgets (blogupp, entrecards, etc), youtube might help as well.
Use all of them carefully/non-excessively, and don't forget that first of all you need quality content.
