I too believe that replying to comments is a great way to stimulate conversation on your blog and get even more comments ..
I've written a plugin for WordPress that lets you comment on your blog and automatically sends an email to the original commentor to drag him back to your blog: http://www.u-g-h.com/index.php/wordp...ail-responder/ (feel free to leave a comment )

Write a comment invitation that helps your readers feel like expressing their opinion will build credibility. You might also need to help your readers realize how fulfilling it is to contribute to someone else's success by providing helpful comments.

I've noticed that people while comment on topics they feel passionate about, so posts that express an opinion are usually a good way to start a discussion in comments.

Here's a little dark magic for you. Leave some comments on your blog under different identities to get the conversation going. Some people are reluctant to be the first commenter, and you just take that barrier away.

Be opinionated in your post.
Ask a question. The best are this or that questions, because people love to take sides. Respond back to comments. DoFollow Network. Comment on another blog and invite comments back as a footnote, assuming the blogs are on complementary topics. BTW, it sounds bad, but seeding the comments is no different than professional speakers planting questions in the audience. Nobody likes to be the first to raise his hand, so speakers sometimes plant the first one or two questions, not to control discussion, but to make the audience feel comfortable.

Comment back - if you have the time, go visit the website of those who commented you and leave them a comment related to one of their posts. That is a great way to encourage people to comment if they know you'll comment back to them usually.
