I think you should go ahead and start. There's nothing saying that you have to announce its creation or start heavily marketing it right now, though. Keep your focus on your current site, but start getting your ideas down and going at a new place. Then when you have more time to devote to it, you'll already have the ground work laid and have content waiting there.

I'm in the start now camp, get a basic site up with 1 or 2 posts and get the site indexed. Then spend your time dedicated to that side on the writring part. More than the traffic, and more on the traffic on your first blog.
Sometimes (say if you are adding a link to a directory) you might as well add two sites wheil you're there.
