How do you encourage or increase comments on your blog? Or what strategies do you use to achieve this?

One of the simplest things you can do is write 'to' your readers, not 'at' them. The difference? Make it sound like you're talking to them...or even 'with' them. Ask questions...ask their opinions....give them something to say back to you. Don't just put words on the page and throw 'em 'at' your readers.

Once you have your blog written to encourage comments, you can do things like hold contests. You should try commenting on other blogs, too, as most people will follow your comment back to your blog...and might decide to return the favor of commenting.

Asking questions (especially ending your post with a question) is one of the best ways to get commenters. Another good thing to do is offer a prize for one of the top commenters by the end of the month; nothing major, but something that readers can look at as a bonus.
If you have a PR domain, use the Dofollow plugin for comments and put up a Top Comentators widget in the sidebar - that would help
