Directory submission does not do much for a site any more in terms of PR or traffic gain. However, if you have just created a brand-new site (or blog), directory submission is a quick and easy way to make the search engines aware your site exists. And I suppose directory submission should be done as part of being thorough in your SEO work (but the majority of your effort should be on other techniques).

In addition to doing a Google search for blog directories, as has been suggested already, there are a few other suggestions I can make.

Web-Directories.ws presently lists about 263 blog directories in the "Blog Directory" section:

This number changes frequently; I have known it to list up to 400 Blog Directories, and sometimes much fewer.

I also suggest keeping an eye on several of the largest webmastering forums: SitePoint, Digital Point, V7N , and WebProWorld, to name a few. After all, directory submission is just another aspect of SEO–-as applicable to bloggers as it is to other webmasters. These forums all have sections in which the administrators of new directories can announce their new directories. By keeping an eye on these forums, and submitting your site to a new directory immediately upon its public availability, your submission has a much better chance of getting included in the directory than if you wait until the directory is well-established. Often, the administrators of new directories are anxious to get the directories populated, so (i) they are not as stringent with requirements; and (ii) submissions are accepted without having to pay a fee or provide a reciprocal link.

Once the directories’ PR and traffic increases, the administrators often stop accepting free submissions, or submissions without a reciprocal link. So, keep an eye open for the very newest directories and submit to them; they might not have any PR or traffic at first, but they provide the best opportunities for getting your submission accepted. When those directories do get some decent PR and traffic, and free submissions are no longer accepted, your site is already in there.

I also suggest watching the Info Vilesilencer site. The prime topic of this site is directories and the site administrator, Dan, does a thorough job of checking directories for their SEO aspects (i.e. - they do not use no-follow tags, submission is free, etc.). Hundreds of directories and directory resources can be found on this site; furthermore, separate listings for directories specifically for blogs have become a recent feature of the site.
