Default How to block a range of IPs?

I've tried blocking a range of IPs with guides that showed me how to, but it just won't work. I am tired of checking my Statpress to see that people keep checking my robots.txt. I'm also seeing the same IPs that keep coming back that have loaded my site before. Any suggestions? Thank you.

Blocking IPs from where exactly? Like stat trackers or your blog/site in general?

If it is not a spider to index me on a search engine, then bots that show up in my IP (I am most likely guessing they are bots because of the same IP range and they are loading every page as well as robots.txt) tracker, statpress for wordpress. I also have Analytics and Statcounter but statpress is easy and instant. Are those bots mostly malicious? Why would someone want to check my robots.txt other then to see if it allows bots? And I would like to block them in .htaccess.
