There is a public timeline of twitter that continuously displays tweets of all active tweeters in real time. A fresh user can start by finding some popular tweeters in similar niche and start following them. Second step: Start tweeting useful information and resources in your niche. Your tweets will be picked by other online users who are watching the public timeline or by filtered keywords. For example, if a user is keeping track of tweets with word "Adsense" in it, and if you include that word in your tweet, it will be displayed to that user, and he/she may start following you.
