Affiliate Software - Bloggeries Affiliate Program - 2 Tier

Looking for an affiliate software that is reliable; works with paypal and has 2 tier.

I know many people would be inspired to participate if it was 2 tier so I'm looking for that as well. (Cough Jason's cough) can't say there alone if I had the option to push a 2 tier or one I'd take the 2.

I"m also willing to consider 1 tier but if 2 tier is available I'm much more interested.

I'm aware of:

Jrox and iDevAffiliate but not sure if either is 2 tier.

I'm open to all suggestions.

Thinking something like $15 a referral to bloggeries directory + 5$ to whomever you signed under.

You can setup tier's with iDevAffiliate.

I'm leaning towards the $100 version of idev (The cheapest one).

Looking for other suggestions; maybe go commission based on number of monthly referrals instead?
