I have a list of blog submission sites at soho-life.com » Blog Submissions - I go through them periodically to cull dead links but when first put up they were all working and when I last checked too. Most of them do not need you to register first.

That's up to you - I just did it because I always had people asking me about where to submit their blogs - made sense to have a single page to send them to.
