Do all your onpage SEO first then put an offpage backlink campaign together.


Actually all the offpage SEO techniques you here over and over are good and affect the SERP... You just have to make sure that you are targeting relevant high PR sites and optimizing keywords using anchor text. Also make sure the sites are dofollow if your only objective is the backlinks. And backlinks should be more of quality than quantity.
