"Do follow" means that if you leave a comment with your blog url, search engines are instructed to count that link toward your own ratings.

Since we are all leaving relevant, high quality comments, this will benefit both parties.

Other blogs are "no follow" which will display the link but not count it in search engine. This was originally conceived to combat the amount of spam.

In addition: not all search engines pay attention to do-follow, which there is actually no such thing. There is only no-follow, which means some search engines will not transfer link juice and/or will not follow period(robots will not follow).
