its not bad but search engines are already aware of these kind of link building..so its better u try to follow some organic way or do some advertising that worth..

That might depend on how the exchanging is done. I you share visits without actually posting each others links on your sites, you can achieve the same end result. Then post comments when appropriate and the links are in them. You could even set up a group like this by common consent without any formal program involved.
