I agree with others on here. Follow people with similar interest as you, and then build up your following by providing quality information and be active in communicating with those you follow that post quality stuff as well.

When you are looking for people to follow on twitter, make sure you check when they made their last tweet as they are not likely to follow you back if they have not updated their account in a few months or more.
