There was a PR toolbar update 10/30-10/31, personally I don't pay much attention to PR I'd be far more concerned with traffic and ranking.

That's a very sensible attitude

The only use I have for pagerank, is as an indicator that all is well with the site in google's eyes

The PR has nothing to do with traffic.Have you stopped building links.Or some of your old links may not be active now.

Nothing in that article proves anything

Believe what you will
I can't see any logical reason why outgoing links should result in your site being perceived as less valuable. A site that takes the trouble to show you where you can get more information is _more_ valuable. Why would Google want to encourage sites to make themselves into uncooperative little walled kingdoms? That doesn't serve the user, and the user is who the search engine is intended to serve.

Yes PR has nothing to do with traffic. Moreover PR has many factors in it.
It can be due to traffic, no of backlinks, age of the domain, who knows? Only Google knows.
So why worry about PR if you got your SERP going on page#1.
Though sites with higher PR are more frequently visited by the Google Bot.

PR is meaningless anyways. :P The whole purpose is to get traffic and since your traffic doubled, well, it just proves my point. Hopefully you end up at PR0 so your traffic can quadruple!
