Basically PR stands for Page Rank; Page Rank is Google's way of assigning relevancy. If 5 websites have the exact same keyword density google will display the one with the highest page rank aka relevancy. You gain page rank by having links from other high page rank sites because in theory they will only link to you if you can offer something. Page Rank 3 is the equivalence of a 30% relevancy. Page rank is updated every ~3 months on average.
Bloggeries is currently page rank 6. I'm hoping for a page rank 7. They get progressively harder to attain as you climb.
Another indicator is at
www.seomoz.org click on the "Page Strength" this is another algorithm to determine how strong your page is. Bloggeries is currently a page strength 6 which is also quite good.
There are not many PR7 or PS 7 sites out there, even less 8, 9 and obviously 10.
They installed these means of measuring relevancy because if it only went on keyword density spammers could figure out the % and your search results would just be a spam sandwich from the tin with the gellatin intact. Something no one finds appetizing.
