I would go with WordPress if your not looking to go for the CMS route. You can use BBPress in conjunction with WordPress pretty easily. BBPress if the forum software written and released by the same team that develops WordPress. Hell, there are a few plugins out there that even turn your WordPress theme into a forum. Do a google search for TDO Mini Forum
