aha. I figured it out. With blogger, you can't use the 'compose' (WYSIWYG) editor during posting, or it won't include your line breaks even if you manually insert them into the HTML in the HTML editor.
If the entire blog isn't written in HTML editor, your line breaks won't work.
Pretty crappy.
note to self: get better job to afford change to wordpress.
