It doesn't automatically remove the blogspot toolbar (or navbar), if you want it removed (something I personally prefer) you have to do that with the code (go to Edit HTML). I asked a question about this on the the
Blog Premiere | Blogging Magazine forum, and someone gave me a link on how to remove it. Check it out:

Seems pretty easy and straight forward, so I'm going to go ahead and do that today for my new blog. Some of the free templates come without the toolbar - a good thing in my opinion as I think the toolbar can greatly diminish the blog's appearance.
My previous two blogs (that I just dabbled with for a short while) used third party free templates that had no toolbar and that worked out fine. They even looked half decent - something you rarely see on a blogspot blog (and I will be the first to admit that my blog at The Corner needs a cosmetic enhancement).
As for the admin side of things you just log into blogger.com as usual and do your stuff from there. I keep two tabs open - one with my blog the way it looks to visitors, and one with my admin panel / dashboard.
As someone at that other forum pointed out, it might be good to replace the toolbar with some sort of search function on your blog as some readers like to use that. I've noticed that myself on my other blogs - quite a few people have used the search function for those. If you're using a template that doesn't have a search function implemented, you'll probably have to put do some (easy) coding for that as well. I'll find out how to put on up there and let you know - let me know if you should stumble upon something in the meantime!
