I know I'm way late for this, but if you're looking to do it for free you can use
Windows Media Encoder. Its not great, but it works well enough for most uses. It has some trouble doing certain formats, and its mostly trial and error, but some practice and it gets pretty simple to use.
Another program I've heard good things about for video editing is Sony Vegas. Not sure how good it is myself, I've never used it, but from what I've been told its one of the best.
