From my experience you submit your articles for the carnival, and one particular blog per week hosts the carnival. The hosting blog chooses the articles that they would like to use for that particular carnival and they do their interpretation or recap of the articles submitted, giving their professional opinions on the subjects as well. Builds traffic and confidence in your site.
